Hardy and the investigative team learned a little more about Carroll's acolytes on "The Following," even if Special Agent Debra Parker doesn't like that term. She doesn't like the word cult either, but had to accept that this is just what these people were. They are clearly Carroll's followers.
This second episode even spent quite a bit of time delving into their back stories, as viewers learned more about the not-so-gay neighbors and the nanny of Claire's son. Less was known about Jordy, the follower dressed as a cop. He killed several women earlier in the episode, and then infiltrated Claire's house in the end.
Surprisingly, he lacked the conviction of most of the other followers we've seen. He knew his role was to either kill Claire or die by Hardy's hands -- and let's face it, Carroll intended the latter to happen -- but he hesitated. Hardy refused to play by Carroll's book, so he took Jordy out without killing him.
It remains to be seen how this change in plans will impact the blueprint of whatever Carroll is intending, but it was clear when he and Hardy chatted at the end that he was surprised to hear Jordy was still alive.
