Gasoline prices are likely to keep falling after Super Storm Sandyshut down highways and air travel across the East Coast.
?We?re not going to see prices move higher because of this storm. We?re going to see prices move lower,? said Tom Kloza, oil analyst at OPIS. RBOB gasoline futures were down a half percent, at $2.62 per gallon in afternoon trading Tuesday.
?Gasoline at the pump continued to decline, with the national average for unleaded regular $3.53, a penny lower than Monday and 11 cents cheaper than a week ago.
?Kloza and others said gasoline could move higher in the short term but the dynamic favors lower prices.
??My guess is we?ll have 20 to 25 states that will have prices below where they were a year ago,? he said. ?It could be in the $3.40s (a gallon) by next week. There?s a huge swatch of the country that?s going to be get closer to $3.??
Five East Coast refineries producing gasoline were all in the path of Sandy. The Linden, N.J.-based Philips 66 refinery, one of the nation's largest, remained closed Tuesday after it was shut pre-emptively ahead of Monday?s storm. The plant did see some flooding, and it was awaiting a return of power in the next day or two. But several other refineries, which had been operating at reduced levels, were restoring operations.
(Read More:Trading Oil in the Wake of Sandy)
The refineries produce about 6.5 percent of the U.S. gasoline. Another refinery, owned by Hess, was also shut down in New Jersey, but it does not make gasoline. The Colonial pipeline, which transports gasoline to the East Coast, said it did not have flooding or operational issues at its Linden tank farm but it was waiting for power to be restored.
?The destructive storm came ashore in South Jersey on Monday, flooding shore communities, before turning northward to flood lower Manhattan, coastal New York and Long Island, and then into New England. The massive storm, which merged with another storm, impacted Maryland, Delaware and stretched into the Midwest.
?Traffic in the mid-Atlantic was halted during Monday?s storm and sharply reduced Tuesday, as cleanup and power crews worked to clear debris and restore electricity, knocked out by the dangerous storm system. Many schools and businesses were closed or operating with reduced staff, and trading activity in the stock market and bond market remained shut down Tuesday.
?Andrew Lipow, president of Lipow Oil Associates, estimates that the gasoline production losses due to Sandy would amount to about 1.5 million to 1.7 million barrels , but the demand is expected to have dropped by 2 million barrels. The cancellation of thousands of airline flights also could create a backup in jet fuel. The drop in demand in refined products also takes pressure off of crude, which has been falling.
?West Texas Intermediate was flatTuesday, up just 12 cents at $85.67 per barrel.
?This is a demand destruction event, and if you really think about it, you have an Election Daycoming up. We?re not talking about a weekend that would have seen much demand. Until you get to Thanksgiving, you have one of the softest demand seasons for gasoline,? Kloza said. ?I think WTI is probably fairly valued right now. We?re seeing a lot of weak prices that don?t trade in the futures market.?
He said heavy Canadian crude was less than $60 a barrel recently, while Bakken crude from North Dakota was $10 a barrel cheaper than WTI. Kloza said that is cheaper because of rail snags due to the storm.

LONDON (AP) ? Jimmy Savile was one of the best-known faces on British television. So how was he able to become one of the country's worst child sex predators without ever being caught?
Since the revelations began earlier this month, it's become clear that victims raised the alarm, police were aware of the allegations and journalists suspected that something was up.
Here's a look at a few points where Savile's abuse might have been stopped.
IN THE 1960S:
When Savile was a dance hall manager in the northern England city of Leeds, his predatory behavior was already known. In a recent article published in the Mail Online, biographer Dan Davies said one of Savile's co-workers at the time joked that the entertainer "was either going to be a huge success or in prison" for having sex with 14-year-old girls.
IN 1973:
When Savile found work with the BBC, senior management became suspicious. Corporation press officer Rodney Collins said in a recent interview with the BBC that he was told by his then-boss that he had "heard things about Jimmy Savile" and underage girls. The boss asked Collins to check with his newspaper contacts; Collins got gossip, but no evidence. Collins said his journalist friends told him at the time the gossip would probably never come to light "whether true or not."
IN OR AROUND 1975:
Savile's great-niece, Caroline Robinson, told her grandmother she was sexually abused by Savile at a family party. Robinson, who was 12 at the time, was interviewed by the ITV television network earlier this week. She said her late grandmother shrugged off the abuse, telling her: "It's only Jimmy, don't worry ..."
IN THE 1980S:
A woman told London's Metropolitan Police that Jimmy Savile assaulted her inside his trailer while it was parked on BBC premises. The case was dropped due to insufficient evidence.
IN 1994:
Sunday Mirror editor Paul Connew met with two women who alleged abuse by Savile. Connew said he found their testimony compelling, but said the alleged victims were afraid of the clout of an entertainer who had rubbed shoulders with royalty and had been honored by the Vatican.
"One of them said memorably: 'Who's going to believe us in the witness box against Jimmy Savile? He's friends with Prince Charles, Princess Diana ... he's been blessed by the pope,'" Connew said. He told The Associated Press that Britain's strict defamation laws meant that he was left with little to run with. "They had to be prepared to go on the record and face what would've been an almost certain libel action from Savile," he said.
IN 2003:
A woman contacted London's Metropolitan Police to tell her that Savile touched her inappropriately in the 1970s, but she declined to press charges.
IN 2007:
Police in Surrey, in southern England, received an eyewitness report about the abuse of a girl at a children's home in the 1970s. A further investigation turned up three alleged victims of Savile. The first was a fellow resident of the children's home; the second was a girl who was allegedly assaulted at a specialist hospital in or around 1973; and the third was assaulted in southern England in 1970.
Although police questioned Savile, all three alleged victims declined to press charges and authorities dropped the case in 2009. In a statement published Thursday, chief British prosecutor Keir Starmer said there were "obvious problems" in pursuing a case where victims were reluctant to come forward, where there was no forensic evidence and where there was limited witness testimony, "particularly in relation to allegations which date back a number of years."
IN 2008:
Savile's name comes up during an investigation into abuse at a children's home on the Channel Island of Jersey. The inquiry's chief recently told the Guardian newspaper that "there definitely wasn't enough to question him at the time."
IN 2011:
Savile dies at age 84 on Oct. 29.
IN 2012:
Some 300 potential victims have come forward in the wake of the Savile revelations, according to police. Most of them say they were abused by the late BBC TV host, but some say they were abused by other people, Metropolitan Police said Friday. The force has refused to give a detailed breakdown.

"Holy Motors," from French filmmaker Leos Carax, is the best avant-garde film of 2012 so far. But that's not saying much, as it's been a terrible year for avant-garde film. Despite its title, "Holy Motors" really isn't about cars. It's somewhat about technology, with limousines probably meant to represent traditional celluloid cameras -- so big and bulky that they are a challenge to handle. But oh so wonderful. Big wonderful machines. Stretch limos can barely turn a corner in the old sectors of great cities like Paris and New York. But doesn't everyone's heart skip a beat just a bit when they enter one? First and foremost, "Holy Motors" is about people, as was the case with Carax's first film, "Boy Meets Girl" (1984). This is an avant-garde artist with a deep-feeling heart and a deep sensitivity to the people around him. Holy Love. Amen to that. The film documents a day in the life of a man named Oscar. (Perhaps this is a tribute to American cinema and its big, grand Academy Awards. Holy Glamour.) Played spectacularly well by the protean Denis Lavant, Oscar is carted around all day in a white stretch limo, taken to a series of appointments throughout Paris. At each appointment, he becomes a different character. His limo is a dressing room, where he applies make-up and elaborate disguises to become his next character. The first one is an old, crippled woman begging for money on the street. Another is a revolting barefoot troll (half-man, half-beast) who interrupts a high-fashion photo shoot and kidnaps the model (who is played by Eva Mendes). Every sequence is quite thrilling, and each one is so different from the others. Most breathtaking of all is the sequence where his movements are recorded in a stop-motion studio, for use in what appears to be a pornographic video game. Gradually it becomes clear that these appointments are elaborately planned, and everyone he interacts with during each scene is also an actor. While donning his next costume in the limo, he is also reading a file that someone else has prepared, a summary of what his next character will be doing. We even meet a man who appears to be something like Oscar's employer, who critiques Oscar's performances. Oscar announces that he has been having more difficulty staying in character because the cameras have gotten so small that they cannot be seen. This is when "Holy Motors" started to seem like a comment on digital filmmaking. At my screening at the New York Film Festival, Carax was in attendance, as was Kylie Minogue, who has a small role in the film. (I initially thought this was Minogue's first time acting. But not so. She has appeared in a number of television shows and films, including "Moulin Rouge," where she played the Green Fairy. Who knew?) Carax spoke for about a half-hour after the screening, and it became even more clear that "Holy Motors" was primarily meant as an allegory about 21st-century filmmaking and the demise of traditional cameras. At one point, he said the new cameras today are not really cameras. "They're more like computers," he said. He feels sad about the rise of digital filmmaking, claiming that it "looks terrible." But "Holy Motors," which was shot 100% on digital, looked gorgeous. Gradually during his remarks, the object of his ire shifted. What really angers him is that he's been unable to make a film since 1999. He had several projects collapse at the last minute because producers won't back him. This has nothing to do with the 21st century or changing technology. This is the age-old problem of cinema being enormously expensive. If anything, it's gotten easier in the digital age because the new technology costs so much less. It's no surprise to me that Carax finally was able to get a project green-lighted now that digital has triumphed. To me, Carax has digital to thank. Furthermore, I suspect that "Holy Motors" is going to succeed well enough financially that he's going to get another project green-lighted in 2013. Holy Digital. While I appreciate Carax's work and consider myself a fan, I wouldn't put him in my pantheon. There's something still just a bit underwhelming about his work.

European industry has outlined the basic design for a robotic probe that could be dispatched to the Moon's south pole in 2018.
The 800kg craft would demonstrate fully automated landing technologies and place some environmental experiments on the surface, including a mini-rover.
The mission proposal will be discussed by national space ministers when they meet in Naples, Italy, next month.
They will be asked to approve further development costed at about 100m euros.
Full implementation ? the construction of the lander, its launch and surface operation for six months - would probably total 500m euros (?400m), but any final approval would not be given before 2014.
The Moon lander is a project of the European Space Agency (Esa), and is being run out of its human spaceflight directorate. Its science is therefore geared towards the needs of future astronauts.
Experiments would probe the soil for signs of resources that could be exploited by humans on the satellite?s surface. Instruments would also assess the environmental challenges of operating on the body, such as the dangers posed by radiation and lunar dust.
An industrial consortium, led by the German division of Astrium, Europe?s largest space company, was asked to scope out the basic concept for the robotic mission. This so-called Phase B1 study listed the technology requirements, and initiated some early development work and testing.
It also priced the full project ? a key piece of information for ministers when they deliberate the next phase at their Council gathering on 20-21 November.
The Phase B1 work concentrated on the major technologies needed for landing.
Engineers want the vehicle to scan ahead for possible hazards (boulders, craters, steep slopes, etc) in the final 90 seconds of the descent, and be able to take evasive action if a dangerous obstacle looms into view.
The required visual navigation technologies are currently under development at the German space agency?s Institute for Space Systems, in its Tron (Testbed for Robotic Optical Navigation) facility, in Bremen. Likewise, landing leg design is being investigated in the institute?s Lama (Landing and Mobility Test Facility) laboratory.
Work on the propulsion system that will take the probe down to the surface has been conducted at Astrium?s Lampoldshausen centre. The robot lander will have an array of pulsed thrusters on its underside.
Continue reading the main story"To be able to go down on the thrust of the engines, to recognise the terrain during the descent and make lateral moves if required to make a soft and precise landing is, for sure, something we need at the Moon. But these are also technologies we would like to use at other planets,? said Dr Michael Menking, senior vice president for orbital systems and space exploration at Astrium.
"One of the most ambitious activities for the future is sample return ? to bring rocks back to Earth. This is discussed in terms of Mars but also the south pole of the Moon; and you can see the activities that we are pursuing here feed into those future programmes.?
The spacecraft would be targeted at the lunar south pole because it has locations that enjoy extended sunlight. This is necessary because Europe does not possess the radioisotope space technology capable of generating the power and heat needed by robots to survive long periods of darkness.
One possible landing site already under discussion is a plateau known as Leibnitz-beta, which is just north of Shackleton Crater.
There, the Sun stays above the horizon for months on end, explained Dr Peter Kyr, Astrium's head of robotic exploration and space robotics.
"At the south pole, theoretically, you have some 'eternal sunlight'. But, OK, you have a topographic horizon so you also have shaded areas and we are not allowed to stay too long in a not-illuminated area.
"We have the capability to stay in darkness for two days, but then we need sunlight to recharge our batteries.
"Hazards for us are rocks, craters and slopes ? but also shadows," he told BBC News.
The Moon lander will be just one item on a long list of projects up for consideration at the ministerial meeting.
Of Esa?s 19 member states, Germany has so far been its main proponent (funding 70% of the B1 phase), with lesser participation coming from the likes of Portugal, Spain, Canada and the Czech Republic.
France, Italy and the UK ? three major funders of Esa activity ? have yet to put their weight behind the concept.
Their interest and participation could be a decisive factor in how far and how fast the lander project progresses.
Given the pressures on the European economy currently, ministers are inevitably facing some tough choices as they try to set Esa?s priorities for the next few years.

I?d been wanting to do a quick detox when I discovered local juice line, Roots Juices, had a five-day, pre-packaged detox kit. I wasn?t looking for weight loss results, but a full-body cleanse that would flush me of all the garbage I?d be eating, let me reset my appetite, and help kick-start some better habits. I?ve done the Master Cleanse before, and in comparison, with it?s no-prep setup and nutritious ingredients (versus the Master Cleanse?s lemon, cayenne, and syrup concoction), the Roots Juices detox seemed like a more manageable alternative. Except for the cost.
Each day of the detox kit includes six juices and two waters and costs $50. That?s $250 for five days worth of product. Courtesy of Roots? public relations teams, I was offered a three-day trial, free of charge. At first, I hesitated, especially in light of all the recent freebie talk. Then I checked my rear in the mirror. It needed a detox, and I?m a broke editor. I covered the last two days out of pocket, and having experienced the entire shebang now, I will probably shell out for the whole thing again in the future. After calculating the cost of the usual weekly expenses (one grocery store trip, one happy hour, one dinner out, multiple work lunches), it rounds out to nearly the price of this detox. Plus, after comparing it to the?well known?BluePrint Cleanse, a similar pre-packaged juice kit, Roots is a steal. BluePrint comes with six juices (no waters) and rings up at $325.
Overall, I?d say the cleanse was relativity easy. Although exercise was out of the question for me, I didn?t feel hungry, I did feel mostly energized throughout, and I absolutely took away from it what I wanted: I?m eating better, exercising steadily, and, as a bonus, a few pounds down. Below is my diary.
The juices were delivered the Sunday before I began my detox. You can get up to three days? worth of product at a time, but some juices will last a little longer. They sure did look pretty, and I was feeling pretty stoked about getting started. But, of course, I had one more glass of wine.
The juice order goes like this:
Wake Up (carrot, apple, ginger, watermelon)
Refresh (cucumber, lime, mint, apple, ginger)
Lean & Fit (grapefruit, mint)
Go Green (kale, spinach, romaine, cucumber, lemon)
Restore (beets, carrots, apple, aloe, ginger)
Health Nut Almond Milk (almonds, dates, vanilla bean, sea salt, filtered water)
Aloe Vera H2O (aloe vera, water)
Chlorophyll H20 (chlorophyll, filtered water)
It?s recommended that you drink them every 2-3 hours.
I had a?surprising?number of people ask me, ?Can you drink alcohol?? Brace yourself for the answer. No. You can?t detox if you?re putting poison back in.
8:00 am Wakeup carrot juice is first. I like carrots. I?ll probably like carrot juice.
8:15 am I do not like carrot juice.
8:30 am I?m a little nauseous. I?m not used to putting dense, liquified nutrients in my body right when I get up. Not finishing this last swig.
10:30 am Refresh is decent. Clean and light. I can do this.
12:00 pm The Lean & Fit grapefruit juice is delicious. I?m at Pot Belly watching coworkers eat sandwiches, and, surprisingly, I don?t feel hungry. I feel empowered.
2:00 pm The Go Green is a delightful surprise. It?s not thick or chunky and tastes like drinking celery.
3:00 pm A headache has arrived. No pain killers. Defeats the purpose of detoxing.
4:00 pm I?m drinking the beet juice. I?m used to my mom?s, which is sweetened with more apple, but this is doable. I?m thinking about food now. I?m not hungry. Just thinking about food.
6:00 pm I haven?t been drinking much water in between. I?m just not thirsty.
6:30 pm Next up, Health Nut Almond Milk. (sip) Wait. Is this real? (sip) This is dessert. Better than dessert. This is creamy, nutty, delicious sweet heaven in a bottle.
7:30 pm I?m squeezing in the last two bottles quickly so I can stop peeing so much and get some sleep. The aloe water tastes like? water.
8:30 pm The chlorophyll water tastes like water.
9:30 pm I can?t stop peeing.
8:00 am I am a little loopy this morning. In fact, my vision is a bit off.
8:15 am The carrot juice isn?t as bad.
8:20 am Okay. It?s still pretty bad. I?m leaving a sip behind.
11:17 am Amazingly, I?m still not hungry.
1:00 pm Everyone?s eating Chinese delivery for lunch, but I can totally handle it.
3:15pm I finished the Go Green 45 minutes ago, but I?ll admit, this Chinese food in here smells good.
4:00 pm The beet juice makes my nose flare. It?s not that I don?t like it. Just makes my nose flare.
5:30 pm I have the hiccups. Again.
8:45 pm I?m having food cravings, but I?m not necessarily hungry. My teeth are coated in a film. Ew.
8:00 am This carrot juice gets easier every day. It?s like my body wants it. I drank the whole thing.
10:15 am The Refresh went down easy as pie. Yum. Pie.
12:00 pm I recognize that the kitchen smells good, but I?m still not hungry. The grapefruit juice is quite a delight. And I don?t even really like grapefruit juice. I?m using a straw now to avoid tooth slime.
1:30 pm I?ve got a headache that just won?t quit.
4:15 pm My muscles are crampy.
4:45 pm This headache stinks. I?m feeling antsy to eat. I think I?m just bored. Ready for the almond milk.
5:15 pm I?m feeling a little weak between the headache and muscle aches. This must be the detox.
6:00 pm I love you, sweet almond milk.
6:30 pm The headache from hell continues. Is it bedtime yet?
8:30 pm Boyfriend is making tacos in the kitchen. I?m going to kill him.
8:00 am Phew. Headache?s gone.
3:00 pm Woah. The day has flown by. What am I going to eat when this is over?
7:00 pm It?s a tiny bit challenging knowing there are tubs of Tex Mex in the fridge. (Hello, queso!) Not sure I would really eat it if I was given permission, though. I feel too? clean.
8:57 am I slept in. Feelin? good. One juice halfway down. Seven bottles to go.
12:30 pm I?ve been looking at raw and vegan recipes all day. I can?t wait to eat, but it?s out of excitement for the new foods I?m going to choose to eat, not hunger.
2:30 pm After bookmarking a handful of raw pesto and veggie recipes, the green drink isn?t as exciting, but it?s going down smoothly.
5:45 pm Aw, Health Nut Milk. I?m gonna miss you, friend.
9:30 pm Last water finished. Wait. The detox is over already?
Post Cleanse Diet
Roots Juices recommends following up your cleanse with three days of raw food eating to ?slowly wake up your digestive system.? I did not do that exactly. I was too excited to get back in the kitchen.
Saturday following the cleanse, I ate a banana for breakfast, raw salad (with spinach, grapes, red onion, and olive oil and vinegar) for lunch, and a vegan dinner of black beans, lettuce, salsa, and avocado. Sunday I made a banana, almond milk, and cocoa powder smoothie for breakfast, a black bean salad for lunch, and added a tortilla to the salad for dinner. I even went nuts and added a tablespoon of Greek yogurt. (It tastes identical to sour cream to me.)
It?s been more than a week since I finished the cleanse, and I feel great. The cleanse gave me the opportunity to take a break from eating, reevaluate what I wanted my diet to look like, and gave me the time to plan some changes. The few pounds lost (four on Sunday, once I got back to eating) have given me the motivation to keep it up. Now, I?m eating mostly vegan with cheese used as a treat rather than a standard ingredient in every meal. (I?ve dropped an extra couple pounds from that, making me feel cleaner and leaner than I have in a while.)
A few pointers from yours truly:
1. Carry a toothbrush and toothpaste. A gooey layer around your teeth might make itself at home from all the swigging.
2. Drink through a straw. To prevent tooth slime, try sipping a few juices down with a straw.
3. Map out your strategy. The juices are meant to be consumed every 2-3 hours. Plan ahead by penciling in times you want to drink each juice. This way, you get them all in without having to cram at the end of the day.
4. Get an extra pen. You will be crossing a lot of things off your to-do list. It?s amazing how much extra time you have when you?re not thinking about/preparing/inhaling meals.
5. Grocery shop the day before you?re planning to begin eating again. You don?t want to wake up ready for your first meal only to realize you don?t have appropriate foods to eat. Take a couple hours on the last day of your cleanse to meal-plan for the week. Nothing ruins a diet fast than not having access to healthy foods when you?re hungry.
Feel free to ask me anything?I?ll be honest?and if you?re interested in doing a cleanse yourself, you can order online.?It?s pretty simple. To sample a few juices individually, you can shop the selection at Beyond Pilates, Greenz at Equinox, Innergy Fitness, and a couple other places.
Update: I?ve already had a few questions, so I?m answering them here.
Q: Were you, um, running to bathroom all the time?
A: To relieve my bladder, yes. Otherwise, no.
Q: How were you not starving all the time?
A: After calculating the content of each juice, I discovered you?re still getting about 926 calories per day. I think the fact that you?re still?ingesting?nutrients, and often, alleviates that problem.

LONDON (AP) ? A top BBC editor stepped aside Monday while the BBC reviews its editorial decision to pull the plug on a segment about sexual abuse allegations against a prominent U.K. children's television star, the late Jimmy Savile.
The broadcaster said Monday the editor of the "Newsnight" program that opted not to broadcast the allegations, Peter Rippon, is "stepping aside with immediate effect."
The BBC says Rippon's explanation of his decision in a blog post earlier was "inaccurate or incomplete in some respects."
He is the first BBC figure directly blamed for the broadcaster's failure to properly report on abuse claims against Savile, who died last year at the age of 84 after a long career in children's television.
The BBC is facing criticism for providing different explanations for pulling the December segment that would have lifted the veil on Savile's abusive history, which had been rumored but not reported on at the time.
Savile hosted the music program "Top of the Pops" and "Jim'll Fix It." He was also active in numerous charities.
The BBC is set to air its own investigation of its failure to report on Savile's sexual abuses Monday night on the "Panorama" show.
On the show set for broadcast Monday, BBC correspondents claim the Savile segment was pulled because of pressure from senior management.
The fallout and allegations of a cover-up have damaged the BBC's reputation, and Savile's actions are also being investigated by police and other agencies.
Police say there may be more than 200 potential victims of the entertainer, known for his garish track suits and platinum hair.

PHILADELPHIA (CBS) ? Would you know what to look out for if your parents are starting to develop cognitive impairment?
That subject, as well as other aging-related concerns, will be addressed later this month during a free seminar in Center City, Philadelphia.
Jennifer Quinones is the Administrator of Skilled Nursing and Rehabilitation at The Watermark at Logan Square, which is a continuing care retirement community. She says there are key warning signs of memory loss.
?Their normal routine, the things that they?ve done on a daily basis that was very important to their parent, all of a sudden they are just not doing it.?
Quinones says some examples include not taking medications, missing appointments, keeping expired food and even an out-of-the-norm messy kitchen.
?There?s no place like mom?s house for meals and now all of a sudden you are seeing pots are burned on the bottom and dishes are piling up,? she said.
What to do in these instances will be discussed at the Seminar for Adult Children Coping With Elder Care.
The seminar begins at 4:30 p.m. on October 30th at the Watermark at Logan Square.
You?ll need to register because seating is limited.

JERUSALEM (Reuters) - Former U.S. President Jimmy Carter on Monday said the Israeli-Palestinian peace process had reached a crisis point and that Prime Minister Benjamin Netanyahu's government was not pursuing a two-state solution.
"That policy of promoting a two-state solution seems to be abandoned now and we are deeply concerned about this move towards this catastrophic so-called one-state choice ... this is a major concern," Carter told a news conference.
Carter helped forge Israel's peace deal with Egypt in 1979, the first between the Jewish state and an Arab country but has been a strong critic of Israeli settlement policy in the occupied West Bank and East Jerusalem.
"Every (Israeli) prime minister that I have known has been a pursuer of the two-state solution and I don't know that (U.S. President Barack) Obama has found that Prime Minister Netanyahu has been willing to go that route," Carter added.
He spoke during a visit along with other members of "The Elders", a group of former world leaders, to Israel, the occupied West Bank and Egypt.
"All indications to us is that this two-state solution has basically been abandoned and we've had a moving forward towards a 'greater Israel' which I think is contrary to the two-state solution concept," Carter said.
Israeli-Palestinian peace talks collapsed in 2010 over settlement building in the West Bank, territory Israel captured in a 1967 Middle East war that Palestinians seek, with the Gaza Strip, for a future state, with East Jerusalem as its capital.
Netanyahu has voiced support for a two-state solution, but has said a future Palestinian country must be demilitarized and accept an Israeli military presence along the Jordan River, its likely eastern frontier.
He has said Israel was willing to make "painful compromises" for peace that require giving up "parts of the ancestral Jewish homeland" but has balked at returning to lines that existed before the 1967 conflict.
Israel cites historical and Biblical links to the West Bank, which it calls Judea and Samaria.

Everyone knows by now that eating right, exercising, and shunning smoking and other bad habits increases our chances of having a long and healthy life.
If you?re hitting some?but only some?of these goals, it?s better than nothing. But according to a new study, you?re likely missing out on the full benefits that come with living a healthy lifestyle across the board.
In the study, which included 5,100 middle-aged British civil servants, those who engaged in four key behaviors?not smoking, moderate drinking, exercising regularly, and eating fruits and vegetables daily?had triple the odds of avoiding disability, chronic disease, or mental health problems over a 16-year period, when compared with people who practiced none of these behaviors.
Each of the four behaviors, practiced on their own, increased the odds of what the researchers termed ?successful aging? by 30% to 50%. When practiced together, however, the behaviors seemed to produce a compound benefit greater than the sum of its parts.
?Individual healthy behaviors are moderately associated with successful aging, but their combined impact is quite substantial,? says lead author S?verine Sabia, Ph.D., an epidemiology and public health researcher at University College London, in the UK. ?Multiple healthy behaviors appear to increase the chance of reaching old age disease-free and fully functional.?
The findings suggest that following a healthy lifestyle is a lot like collecting compound interest on a loan or investment, says Richard Birkel, Ph.D., senior vice president of health at the National Council on Aging, in Washington, D.C.
?By treating our bodies with care and avoiding harmful substances over a long period of time, the health effects are compounded,? Birkel says. ?Over time, because we are free of disability and illness and have more energy, we are able to live more fully and take on more challenges? There seems to be a virtuous chain reaction in which small positives lead to a critical mass of health and well-being.?
The idea that healthy behaviors can amplify each other might seem like common sense. (If you exercise daily but eat only fast food, for instance, you?re probably not getting maximal results.) But the new research is noteworthy for its scope and its attempt to quantify the benefits of a healthy lifestyle.
The study is among the first of its kind to examine the outcomes associated with combinations of behaviors in midlife, rather than specific health measures (such as body mass index) that reflect those behaviors, says S. Jay Olshansky, Ph.D., a professor of public health at the Center on Aging at the University of Illinois at Chicago.
What?s more, the outcomes used in the study were unusually comprehensive. Sabia and her colleagues defined successful aging using five separate dimensions of health: cognitive, mental, physical, respiratory, and cardiovascular. This is a ?real strength,? Birkel says.
A holistic measure like successful aging ?defines a state of being, rather than a set of isolated health outcomes,? Birkel adds. ?This is, of course, the status we all aspire to as we age?not just absence of disease or chronic conditions, but having good mental health and being independent and active.?
The study, which was published today in the Canadian Medical Association Journal, did have some important limitations. For one, it was an observational study, meaning it shows an association and does not establish a cause-and-effect relationship between the various health behaviors and outcomes.
And given that some of the participants were only 60 years old at the conclusion of the study, it?s hard to know whether the findings?especially those regarding mental functioning?will remain steady with time, says Clinton Wright, M.D., a neurologist at the University of Miami Miller School of Medicine.
Still, says Birkel, the findings are ?very good and reassuring news,? and make a strong argument for adopting healthy lifestyle behaviors no matter how old you are.

Washington, D.C. Solar radiation management is a type of geoengineering that would manipulate the climate in order to reduce the impact of global warming caused by greenhouse gasses. Ideas include increasing the amount of aerosols in the stratosphere, which could scatter incoming solar light away from Earth's surface, or creating low-altitude marine clouds to reflect these same rays.
Research models have indicated that the climatic effect of this type of geoengineering will vary by region, because the climate systems respond differently to the reflecting substances than they do to the atmospheric carbon dioxide that traps warmth in Earth's atmosphere. New work from a team including Carnegie's Ken Caldeira uses a climate model to look at maximizing the effectiveness of solar radiation management techniques. Their work is published October 21st by Nature Climate Change.
Attempting to counteract the warming effect of greenhouse gases with a uniform layer of aerosols in the stratosphere, would cool the tropics much more than it affects polar areas. Greenhouse gases tend to suppress precipitation and an offsetting reduction in amount of sunlight absorbed by Earth would not restore this precipitation. Both greenhouse gases and aerosols affect the distribution of heat and rain on this planet, but they change temperature and precipitation in different ways in different places. Varying the amount of sunlight deflected away from the Earth both regionally and seasonally could combat some of this problem.
By tailoring geoengineering efforts by region and by need, the teamled by California Institute of Technology's Douglas MacMartinwas able to explore ways to maximize effectiveness while minimizing the side effects and risks of this type of planetary intervention.
"These results indicate that varying geoengineering efforts by region and over different periods of time could potentially improve the effectiveness of solar geoengineering and reduce climate impacts in at-risk areas," Caldeira said. "For example, these approaches may be able to reverse long-term changes in the Arctic sea ice."
The study used a sophisticated climate model, but the team's model is still much simpler than the real world. Interference in Earth's climate system, whether intentional or unintentional, is likely to produce unanticipated outcomes.
"We have to expect the unexpected," Caldeira added. "The safest way to reduce climate risk is to reduce greenhouse gas emissions."
